The National Copyright Administration of China (NCCA) issued its 13th Five-Year Plan on Copyright. The Plan makes a review of the results achieved in the 12th Five-Year Plan period and presents an analysis of current copyright situations. It clarifies the key tasks and goals of copyright development in the new period, and makes a full deployment over its work.
Strict protection, industrial development and sound system are considered as three basic principles when pushing forward copyright initiatives, especially during construction of a strong country powered by copyright. Copyright legislation, enforcement and regulation will get improved by 2022, So will copyright creation, utilization, protection, management and service. The position and influence of China’s copyright system will reach a new level on the world stage.
The Plan sets out 26 key tasks covering four approaches, that is, to improve legal system, administrative system, service system and foreign affairs system. Law revision, software legalization, training and publicity among others are taken as key tasks. It also sets goals for works registration, computer software registration and copyright models construction.
In addition, the Plan mentions to strengthen five supporting measures, including team building and organizational leadership, and carry out three key programs in the areas of copyright regulation, demonstration and trading.
